Does the condition of forces housing undermine the military covenant?

still too many families quarters built in the 1950s sadly looking like they have not been properly maintained nor updated. My father served for 30 years and followed him in for 25 years. When I joined the quarters looked pretty much as they did to me as a child. By the time I left, they generally hadn't changed either and yet more and more servicemen and women are required to be out of area and for more time than was ever the case during the Cold War. Of course the poor condition of housing undermines the military covenant.
